The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, presumably provided by allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – probably imported technology. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on Western support – a need that neighboring countries are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from believing that the status quo will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until circumstances change in its advantage.

Current Realities

Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
